In recent years,government purchase of public services gradually become one of the focuses of the theoretical and practical circles in our country are the research field.The third plenary session of the 18 proposed to "promote the government to buy public services,all transactional management services,to introduce competition mechanism in principle,to the society by the contract,commissioned to buy".Innovation of social management,strengthen the government purchase of public services to non-governmental force,is the implementation of the third plenary session of the eighteenth spirit,comprehensively deepen reform,reduce the delegate important tasks,and promoting the modernization of national management system and management ability construction is an important issue.At present,the existing academic achievements mainly focus on basic research,the present situation of study and mechanism from three aspects,construct the analysis framework of the government purchase of public services,but the overall is still in sporadic exploration stage,the small scope,project.This article through to the United States,Japan and other developed countries the advanced experience of government purchase of public services related,and domestic Beijing,Hong Kong and other relatively mature experience analysis and study,summarized our country existing academic achievements and practical experience on the problems and deficiencies,mainly in the definition,research perspective,research contents and research methods,etc,were analyzed,and the paper points out the future development,in order to look forward to strengthen the consciousness of public participation and excavate potential supply subject,in order to improve our government purchase of public services to provide some beneficial help.Along with the advance of dongying city residents living standards,people demand for public services is becoming more and more complex.Therefore,the government need to through the way of purchase,will be in the past provided directly by the government's public service to all kinds of social organizations to provide more efficient.This paper combined with the existing government purchase of public services practice research of dongying,enumerates the dongying city in pension,health education,urban management,landscaping,and other fields to explore the status quo of the public service to non-governmental force to buy,to find the problems occurred in operation of the background,contents and reason,lies in the public service supply and demand,there is still a large gap between public service supply lagging stagnation or become the focus of current social problems.Government how to choose,how to choose the social organizations to provide public services to a certain extent,affects the quality of the government purchase of public services.This study aimed at dongying city problems currently existing in government purchase of public services,combined with the United States,Japan and other developed countries and cities such as Beijing,Hong Kong's experience and shortage,at a reasonable relationship between the government and the market positioning of thoughts as the instruction,proposed by defining the government's role positioning and improve the process mechanism of government purchase of public services,actively develop and cultivate social organization,establishing supervision and evaluation mechanism in order to improve the quality and efficiency,innovation of social management,expand the scope of public service,so as to promote the dongying city government purchase services healthy,orderly and sustainable development.
