Government purchasing of public services is a new approach that is different from the traditional government-led way to provide public service, which through partnerships to set up a mechanism for public services provided by a wide variety of social subjects and government. Our new government is also actively promoting the policy of government purchasing of public services from social institutions. Government purchasing of public services can reduce administrative costs and promote the transformation of government functions, but at the same time, there are certain risks. Public biding, as the most primary method of government purchasing, of which the process is scientific and rational or not is directly related to the quality and efficiency of public services that government purchased. Therefore, to analyze the risks and causes of government purchasing during the biding process and strengthen risk control plays an important role in building governmental purchase operating system and improving the level of government purchasing of public services.Firstly, through literature review to clarify the concepts and basic theories, including government purchasing of public services, public bidding and risk management. Secondly, risks that may appear during the process of government purchasing by means of public bidding are analyzed, including risk identification and causes. Wherein part of risk identification, the risks of government purchasing of public services are divided into systematic risk and non-systematic risk, and the type and performances of each risk are clarified. Through the case of Shenzhen urban management outsourcing, all the risks of government purchasing are presented more directly. Then on the basis of risk identification, the paper analyzed the causes of risks thoroughly. Thirdly, the various risk control points in three stages are specifically addressed before, during and after the process of biding. Finally, the paper put forward some suggestions to strengthen the risk control. Government should improve the relevant system construction, bidding mechanism and information system, strengthen contract management capabilities, and actively create public services market, continuously improve the government's ability to act as a smart buyer, to promote the better development of government purchasing of public services.
