The Levels Of Government Purchasing Public Services In China And Analyses Of The Influencing Factors

Public service is the basis of human's survival and development,and also the measure of civilization.Recent years,as the contradiction between demand and supply of public services is increasingly sharp,the reform of government purchasing public services is increasing and developing.The so-called government purchasing public services means that our government hands the function of service supply over to the capable social organization.In this way,government can change its role from the public service supplier to the purchaser and supervisor.Government purchasing has been publicly recognized as a strategic plan to change the function of government,a positive response to private sectors,and also an effective way to satisfy people's demand of public services.As all levels of government are gradually promoting the reform,it is no doubt an important researching subject for both government and scholars.This article takes the reference of residual analytical method,which is created by John D.Donahue and spread by Jing Yijia.With the method,we analysed the outsourcing level of our country and the influencing factors behind it since 2007.Firstly,with the statistics,this paper calculates the whole tendency of our country's outsourcing levels,and find the defects on this base.Then with the mode of panel data regression analysis,we made an empirical research to find the influcing factors of outsourcing,which is based upon demand and supply,specifically including economy,resident,government and market.Throughout the analysis of this article,we can get the following two main conclusions: Firstly,the development of government purchasing public services is the general trend of future,although our country's outsourcing level is obviously increasing,it still has great prospect.Secondly,market,government,economy and consumer demands are the important factors to the government purchasing.At the end of this article,we list four targeted suggestions.Firstly,laying emphasize on the development of social organizations,so that to shape good relationships between government and social organizations.Secondly,strengthening local government's financial capacity,in order to improve the general outsourcing level.Thirdly,perfecting the fiscal decentralization system,so that to make a balance between economy development and public service supply;And the last point,developing varied purchasing models on the basis of public-private partnerships.
