The performance salary reform of institutions, as the core part of the reform of theincome distribution system, has been orderly progressing according to the principle of"guidance, step by step, suit one’s measures to local conditions, Stable propulsion", sincethe State Council executive meeting identified "road map" of three steps and a timetable inSeptember2,2009. Compulsory education schools, public health and primary healthinstitutions have advanced the first two steps for performance salary reform. However, theperformance salary reform of scientific research institutions, as the focus of the third step,has not yet formed a specific implementation measures since its launch in January1,2010.Promoting the reform of performance pay in scientific research institutions which arethe main body of the national science and technology innovation system, can motivatescientific research personnel, encourage the majority of scientific research personnel toengage in scientific research leading to tremendous scientific results of high quality,promote social and economic development and progress of science and technology, andrealize the grand goal of socialist modernization construction of China. Due to a seriouslack of study on reform of performance salary, in this study, taking W Institute as anexample, the existing problems in current performance salary management system wereanalyzed, the improvement measures were put forward through the literature research, caseanalysis, field survey method, the use of incentive theory, performance evaluation theory,compensation design theory and other related theories, and the W institute’s performancesalary management system was reconstructed.This paper is divided into six chapters. The first chapter mainly introduces thepurpose and significance of this study, reviews the research status from domestic andabroad, and briefly describes the framework and methods. The second chapter explains thetheory of performance salary and salary design. The third chapter to the fifth chapter arethe main body of this paper. The third chapter summarizes the nature, function, position,organization structure and personnel structure of W Research Institute; describes thepresent situation of performance salary management system of W institute. The fourthchapter analyzes the problems of existingcurrent performance salary management systemin the W researchbased on the performance salary data of personnel. The fifth chapterreconstructs the performance of salary management system of W Institute according to theexisting problems,. The sixth chapter is the conclusion.
