With economy is market-oriented, the government is miniaturized, the social is diversified, the public institutions is as an important part to engage in the service function of the Chinese government, the old organization management mode of it is backward, the new concept of scientific management has already be vividly portrayed. Scientific research institutions are the important part of public-sector organizations, and current performance assessment of it, no matter in terms of method or content program, have been unable to fully meet the practical job requirements, and exposed the shortcomings and problems. Therefore, under the current circumstances, introduction of performance management ideas and implementing them are the most urgent tasks for scientific research institutions at present.Performance management of scientific research institutions in China is still in an exploratory stage, this paper introduces the role of performance management in scientific research institutions, the basic concepts of those institutions and the theory of performance management. Then, a case of Hebei Academy of Agricultural and Forestry elaborates the acquired results of performance management and current problems in performance assessment, merit pay and motivate mechanism. Ultimately, the author provides a performance management proposal for Hebei Academy of Agricultural and Forestry, and raises that performance assessment, basing on both quality and quantity, should be open and fair. Professional management talents should be brought in, and basic principles of bilateral communication are in need of promotion. Besides, the author formulates measures of performance assessment and plan of merit pay in management positions, professional and technical posts and ground workers, establishes a preliminary improvement system for performance management.
