After the 18th CPC National Congress, the party and state leaders assess the situation, adapt to the changes in the development of the situation at home and abroad, "strategic way of making the country powerful by talents" is placed in a more important strategic position. The innovative science and technology talents has been taken as an important factor to promote the long-term development of china. The institution is the main carrier of the public service in our country’s economic and social development. Which is an important force for the national economic construction. But institutions are mainly formed and developed under the planned economy system, with the in-depth development of the market economy system establishment and the reform, traditional institutions personnel management mechanism and staff appraisal system, resulting in most institutions lack of performance appraisal of consciousness, or even have established a performance appraisal system, but did not establish systematic, scientific and fair appraisal system, lacking market oriented employees incentive role,which is not conducive to stability of the staff enthusiasm of the play and the personnel structure. The current performance evaluation mode of public institution has become increasingly unable to meet the needs of the current objective situation. In recent years, the reform of public institution has become an important work of our country’s comprehensive deepening reform. To further promote the reform of the income distribution system in public institutions, and to establish the income distribution mechanism based on the performance evaluation as the guidance of the reform of human resource management in public institutions. The establishment of scientific, systematic and fair performance appraisal system is of great significance for promoting the work of scientific research institutions, and promoting the development of scientific research.On the basis of system analysis of performance evaluation of domestic and foreign research status, combined with the basic theory of performance evaluation, the paper analyzes the current situation and existing problems of the performance evaluation system of scientific research institutions, and analyzes the problems in the performance evaluation of the research based on the Neimenggu XX Research Institute. In view of the common problems in the performance evaluation system of scientific research institutions and the existing problems in the performance evaluation of Neimenggu XX Research Institute,construct a performance evaluation system of scientific research institutions, to promote scientific research institutions through the performance evaluation mechanism, and to improve the efficiency and effectiveness of the organization’s performance. To establish the system of income distribution with the core of performance evaluation as the core of the system of income distribution, and provide reference for the scientific research institutions to improve the performance evaluation system.
