The Petition System Innovation Research Of Liaoning Province

Along with the economic development of Liaoning province and the acceleration of the social transformation period, a large number of social conflicts broke out, swarming into the petition system. The situation of petition of Liaoning province is increasingly grim. The number of petitioners going to Beijing has been at the forefront of the provinces in our country. Group appealing, extreme appealing and other abnormal appealing are often seen, extremely affecting our social stability.From Liaoning province petition work innovation perspective, this paper combined with practical work, analyzes the petition work situation of Liaoning province, draws lessons of the relevant systems from other countries and regions and composes new measures of the innovation of Liaoning province petition system.In response to the arrival of the petition peak, our government departments of the petition system made a lot of exploration and innovation. While the innovation and reforms are not very complete, but they open up a new way of the reforming of the petition system thinking. Along with the analyses of the innovation in other provinces, the paper put forward the thinking of guiding the petition system innovation in service concept.Service concept requires the government to be a limited government, responsible government, rule of law government, interaction government and democratic government. The system innovation need to meet the service requirements, accordingly, this paper put forward five measures to improve the petition system innovation:a reasonable diversion of the matters, further improving the expression mechanism, implementing the responsibility system, establishing a sound system of petition work, and strengthening the work under the guidance of people.This paper consists four parts:the first part is the introduction of the whole paper; the second part introduces the innovation in other provinces; the third part introduces the petition work situation in Liaoning province and analysis of its causes; the fourth part put forward the main problems of petition system of Liaoning province and the thinking of innovative solutions.
