Researce On Improving Liaoning City Old-Age Service System

With the people's life quality continued improve and modern medical technology rapid innovate in 21st , worldwide population aging is continued growth. This tendency shows more evidence in our country. The challenge of population aging is not only elder's economic maintain but spiritual comfort and service for the elderly.Liaoning Province is an important old industrial bases,and have many laid-off workers. Corresponding, it has a large old-age poverty grope. As the first experimental unit of national basic pension insurance, Liaoning province solve the problem of elderly economic sources, But, how to solve the problem of older services become a new focus. At present, Liaoning have built a system that as state-pension institutions as model; as diverse ownership forms pension institution as skeleton; as home-care as basis; as intermediary organization as complement. This old-age service system partly meet the older's need, but have been a lot of problems in practice.In this paper, old-age service system in Liaoning Province is the research objects. It use the welfare pluralism theory and social capital theory, analyzing the problems and countermeasures of the old-age service system. Firstly, this article descript the Content and the Status quo of Liaoning old-age service system. Then, analysis obstacles taking Dalian for example, finding the internal and external obstacles. Lastly, base on those analysis and advanced experience of foreign countries, put forward the strategy and long-term vision of old-age service system in Liaoning province .The main opinion in this article is that under the current situation, we have to use all kinds of positive factors and integrate the multi-service resources to enable different parties to undertake their responsibilities and tasks in order to provide a full range of aged care service and finally satisfy the different type and level demand.
