In the face of the new social structure andsocial organization, we must establish a community system as the basic units of newsocial regulation, integration and communication, and should be made the communityinto positive resources on national politics construction and economic development.The development of the economy and social development supplement eachother.On the era of knowledge economy, Shenyang actively promote modetransformation of economic development with the goal of international metropolisdevelopment.Consequently, social innovation management has become primary taskof shenyang municipal government, and community development is the importantcontent of social innovation management. In construction of the community,Shenyang municipal government well-known throughout the country as shenyangmode.Shenyang promote community governance gradually based on pilot in HePingand ShenHe two communities.
