After Mr. David McClelland, a professor of Harvard University, had proposed the concept of competence, the theoretical research of competency model was gradually praised highly by scholars, and the Competence Model was gradually applied to enterprises, schools, government agencies and other fields. Many years of research indicated that in many areas of public administration, human resources management system, which was based on competency model, could improve the quality and level of human resources, strengthen the cohesion of the members in the organization and help the organization realize the goals.With the rapid development of the society, the state-owned forestry farm in China has been obviously underdeveloped. The system of state-owned forestry farms and the characteristics of forest resources lead to these farms’reliance on traditional management and operation mechanism, all the shortcomings has become increasingly obvious. However, some state-owned forests still maintain a good level of management and produce economic benefits, thereby providing some experience on how to improve the level of management of state-owned forest farms. The most significant core of these farms which have advanced management and high economic income is the leader’s competency therefore, if the current situation of the state-owned forestry farms is to be changed, the leader’s comprehensive quality must be taken into consideration. And we must combine the human resources management idea based on competency with the management practice, in order to promote the development of state-owned forestry farms.Based on the theories of competency, this paper selected the leaders of the state-owned forestry farms in S City, Fujian Province, as research objects, in accordance with their current situations, using the method----Behavioral Event Interview (BEI) to interview13leaders of the state-owned forest farms. So,36elements of the leaders’ competence were obtained and the leaders" theoretical model of competency in the state-owned forest was initially built up, then a survey was conducted by means of the questionnaire compiled on the basis of the36elements. By the use of the SPSS17.0software, the collected data was analyzed, finally the leaders’competency model of the research objects has been extracted, which includes4dimensions,12factors and32elements.To some extent, the competency model of state-owned forest’s leader which has been built in this thesis not only provides references for the selecting, assessing and training the leader of state-owned forestry farm, but also offers a theoretical basis and support to the sustainable development of the state-owned forestry farm.
