Since the1990s, Chinese e-government affairs have been developing rapidly. They areplaying an increasingly significant role in the public management reform and the governmentservice innovation. E-government affairs have played an important role in public service invarious areas of social and cultural life in our country. They have made obvious achievementson medical health, cultural education, public security, employment and social security, thepublic human resources construction and the public service of science and technology, etc,especially in basic-level government.In the current stage of e-government implementation, scholars’ research mainly concentr-ates in the central, provincial government departments, and local governments are relativelyweak. But with the rapid advance of information network technology, the e-government con-struction of city, county, township (town) and village (community) level will continue to str-engthen, which will provide a rare opportunity for universal access of e-government in localgovernment. In the administrative hierarchy, the local government also plays a key role inconnecting and facing to face with the crowd. The key of implementing e-government affairsis on local government. From the e-government practices of Dongying City in Shandong Pro-vince, most practices are in the construction while groping in frequent redundant construction.They cannot often maximize social benefit and economic benefit. This article studied electro-nic government affairs construction situation of Dongying city deeply and introduced develo-pment present situation, existing problems, cause analysis and development countermeasureof the electronic government affairs in Dongying City. At the same time, the e-government af-fairs in Dongying were compared within the scope of nation, province, city and even the wor-ld. By analyzing the construction of service oriented e-government affairs in Dongying City,the national local e-government construction was summarized. The problems and its causes which the local service-oriented e-government construction faced were analyzed systematic-ally. And countermeasures and Suggestions were put forward on how to speed up to solve theproblems.Firstly, the article used prefecture-level Dongying City as an example. Its selected topichad certain specificity in view of the municipal e-government affairs. The countermeasuresand Suggestions that were put forward had good reference value for similar places. Secondly,the municipal e-government affairs were analyzed under the background of e-government de-velopment in the nation, province, city and even the world. And problems faced in e-govern-ment construction in Dongying City were found out. Then the national e-government develo-pment strategy was led. This provided some ideas for the same kind of research. Thirdly, Interms of proposed countermeasures and Suggestions, the article was fully combined with theactual and had certain operability. More suggestions were put forward from the viewpoint ofhow to build local service-oriented e-government and build a service-oriented e-governmentconstruction model.This paper argues that local service-oriented e-government affairs of our country existthe following problems. Firstly, e-government affairs bring local improvement of public serv-ices, but the insufficient and ineffective innovation problems are still serious. Secondly, e-go-vernment affairs can not promote government transformation fully, which don’t impact the p-ublic service functions and public service systems really. Thirdly, e-government affairs havenot promoted the integration of government departments in order to reduce the fight of theinterests between departments. Thus they greatly improve the public service ability. E-gove-rnment affairs have not greatly improved government public service ability by promoting pu-blic service innovation effectively yet. According to the problems, the article puts forward theresearch countermeasures of service-oriented e-government construction. Firstly, we shouldstrengthen the construction of supporting environment, including the hardware environment and also including the soft environment construction such as laws, regulations and rules. Sec-ondly, we should enhance the role of government and improve government’s, especially localgovernment’s emphasis on service-oriented e-government. Thirdly, we should develop perfectlocal service-oriented e-government development strategy. This paper also does the analysisfrom local service-oriented e-government construction method, mainly from the building syst-em, basic platform, security architecture these three aspects. This paper describes system onlocal service-oriented e-government, hoped can have the certain reference function ofe-government development in china.
