Study On Chinese Local E-government With Service-Oriented Government As Guideline

Administration reform is the trend and direction of government development in the current world. Construction of a service-oriented government is also the Party and the central government's new requirement for deepening the administrative reform and transforming government functions in order to improve the service quality and efficiency. Local government faces the most direct service requirements in the authority system. It is an important task for us to construct a service-oriented local government serving the people wholeheartedly. Modern information and communication technologies (ICT) provide the possibility for creating a seamless and all-encompassing service-government. E-government became the method and the tool for propelling building of service-oriented local government.This article has firstly analyzed the theory and the connotation of service-government, summarized the key points in China's service-government construction according to the practice in China, and analyzed the current development of China's service-government theory and practice briefly.Secondly, the interactive relationship between constructing a service-government and the e-government was analyzed, and then the significance and the reality function of e-government in building a service-oriented government was pointed out. And a model system of service-government-oriented e-government was constructed. Thirdly, a brief analysis of e-government development phases in China, as well as an overview of the local e-government, and the typical examples of Ningbo City was made, which carried out a detailed analysis of local e-government in China for the development of a reference experience and model.Finally, with the relevant data and information and survey practice, an analysis of the existing major problems within the current Chinese local E-government construction was made. And we proposed some Countermeasures. And with regard to current situation, we made forecast and perspective about development of E-government in the future.
