Highly concentrated institution of China is both an intellectual resources, human resources,but also the overstaffed organization, cumbersome administrative structure.Public institutionsare formed in the traditional planned economy system and bloated, inefficient, has been difficultto adapt to the Chinese market economy, seriously restricted the economic and socialdevelopment. Many units take over part of the functions of the government, make thegovernment a confusion of functions, lead to macro-control is weak, administrative efficiency,the expansion of the government apparatus, the financial burden. Due to the business unitrespectively belong to different government agencies, resulting in administrative monopoly indifferent extent, led to the market segmentation and the waste of resources. In addition, hasformed the departmental interests and personal interests structure is very difficult in the reformof the urgent need to be solved by classification reform. The integration of the reform ofinstitutions involved in the definition of government functions, perfecting the budgetmanagement system, the central and local levels of government financial powers andresponsibilities, the division of social security and welfare policy adjustment, ideology andeducation orientation and social distribution, social justice and other aspects of interestcoordination and social resources.The full text is divided into four parts:The first part briefly introduces the basic situation of China’s institutions, reviews theprocess of China’s reform of institutions, and the necessity for China’s current reform ofinstitutions is analyzed.The second part of the thesis summarizes the reform of institutions in China, and putsforward the corresponding solution.In the third part, taking Shandong Province as an example, a description of the currentsituation of Shandong province institution, briefly summarize the status of Shandong provinceinstitution reform. Through Jinan, Dongying, Weihai City, and Shandong provincial PartyCommittee Propaganda Department, Shandong province science and Technology Bureau andother units of the institution reform measures and experience to explore the development process of reform of institutions in Shandong province.The fourth part of the thesis, the goal and the principle of the reform of institutions inChina, were analyzed and the problems that should be paid attention to in the reform ofinstitutions, and improve the institution classification reform supporting measures.
