China’s reform,development and opening up pose many new stage characteristics.There aremany issues concerning the quality of life of all citizens.Focusing attention to improve people’squality of life is becoming the keypoint and must involve local government and lawenforcement.However,at this moment there are a range of specific problems and opportunitiescoming under the general headings of city management and law enforcement.Taken as awhole,these provisions do not meet the requirements of the times.Considering all this asbackground,I have taken the city of Zhangqiu as an example and I have attempted to study thepossibilities for transformation of urban management and law enforcement.My study covers upto date public service theory and governance theory;analysis of the current urbanmanagement;problems of law enforcement.I submit that this issue has important practicalsignificance and that there are major opportunities to promote scientific development of urbanmanagement and law enforcement,developlocal government functions,improve the credibility oflocal government,safeguard the people’s interests and so contribute to building a harmonioussocialist society.This paper sets out an approach combining theory,empirical analysis,references to literatureand some new research.Based on the direct research of the city Zhangqiu which is offered as areasonable example,the scope of the research includes;testing the applicability of public serviceand governance theories;evaluating the inadequacies of the current urban management and thecurrent law enforcement;analyzing the management concepts,systems andmechanisms;reviewing the external environment and other factors affecting the quality of life ofthe citizens.Based on the principles of current public service and governance theory,and learningfrom the experience of other cities in China with regards to urban management and lawenforcement,this paper puts forward suggestions inspired both by the theory of law enforcementand by experience of successful reform.Firmly based on the current realities,using analysis and research,this paper aims to putforward some suggested measures concerning urban management and the management of lawenforcement.These measures apply to the subject of the management,the model approach takento this and the team structures recommended.The paper maps out a proposed route to reform ofurban management and law enforcement,which maintains continual innovation and improvementofthinking processes,systems and mechanisms and administrative and operationalstructures.Emphasis is given to a transition,lessening enforcement and increasing humanecare;away from punishment and towards use of a variety of preventative and supportive provisions;a management model recognizing the value of coordinated service provision;bettermanagement team working using greater understanding and responsibility but lessstandardization.Furthermore,the paper puts forward several suggestions about safeguardsrelatingto various aspects including organization,leadership,capital investment and policy.
