Research On Administration Responsibility Of Bacic Level Civil Servants

With the continuous progress of the political system reform, the establishment of responsible government has become the consensus of the community, and administrative responsibility, as an important system to regulate civil servant’s administrative activities, is the key to achieve responsible government. As the main body of civil service, grassroots civil servants work in government or party departments of towns, serve the public directly, are the performers of our CPC party’ line, principles and policies, whether they could perform their administrative responsibilities directly affects the government images. Strengthening the establishment of grassroots civil service and fostering a grassroots civil servant group with a high quality and strong sense of responsibility are the foundation to improve government executive ability, the guarantee to perform party’line, principles and policies, importantly, they’re the precondition to improve government efficiency and reduce errors.At present, when our grassroots civil servants perform their duties, however, the phenomenon of illegal, dereliction of duty and default also exist, which, greatly hinders the building of responsible government.This paper is set on the objective and subjective administrative responsibilities which grassroots civil servants should behave, then analyze questions existed in the process that the group perform their administrative responsibility, At last, to improve the ability to perform their administrative responsible, the paper proposes two aspects to restrain their administrative activities from inside ethics and outside system.Firstly, the paper gives us an introduction on research meaning, purpose, method and research conditions both in home and abroad,defines some important words like grassroots civil servant and administrative responsibility, and specifies both of the subjective and objective responsibility separately that the group should perform. Secondly, the paper is about the construction status of administrative responsibility of grassroots civil servants and the basic contents as well as development history of administrative responsibility system, it also introduces some questions in the process of performing out administrative responsibility. Finally, it chooses S country as study object and takes certain samples from it. Through paper survey and meetings, the paper gets some questions on the present condition of administrative responsibility as follows:serious official standard thoughts; Weak awareness of public service; Discretion abuse; Administrative responsibility deletion. Based on these questions, the paper proposes certain suggestions accordingly: strengthening administrative sense of responsibility, improving oversight system, perfecting work in the examination machine and incentive system,establishing accountability system.Administrative responsibility in this study, based on the view of Administrative Sciences and focus on official responsibilities and obligations, discusses whether grassroots civil servants perform their administrative responsibility correctly. And according to the special condition and unique characters, the paper discusses to establish a sound supervision, evaluation and accountability system which is suitable for grassroots civil service. The system could make the accountability system effectively at the grassroots level, administrative activities can be restrained, the grassroots civil servant can serve the public better and grassroots government can be established to be a responsible government who serve the people whole-heartedly.
