As housing is a place that can prevent people from being attacked by the nature and keep people going, both states and individuals know its importance and continuously make great efforts to improve the housing conditions. However, the result is not satisfying. The Right to Adequate Housing, a kind of basic human rights, can only be realized by its obligations perfectly fulfilled. As a matter of fact, our country didn’t carry out its obligations efficiently. This paper comprehensively studied on the housing right from obligation standpoint and according to the fundamental theory, the author researched on the responsibilities of our government in all aspects, in order to construct the comprehensive security system of the housing rights.This thesis is composed of foreword and three parts.The foreword is mainly about the present situation of residential housing and reviews our country’s housing system reform briefly, pointing out the problems we must face if we want to make a change, as well as the efforts and the achievement we have already made.The first chapter is the fundamental theory of the housing rights. This part begins with the development process of housing rights in various law systems and make a conclusion that human rights is the advanced stage of the right to housing development. In addition, through analyzing its developing history, get the normative conception of the right to adequate housing.The second chapter is the contents of the national obligations and the current situation of fulfilling the housing rights. Firstly, introduce the national obligations of the housing rights. Secondly, study the current situations and analyse the problems of fulfilling the housing rights. Thirdly, introduce the origins of such housing rights obligations in the international area and arguing that there are contradictions between substantive obligations and procedural obligations.The third chapter is the comprehensive security system of the housing rights. In this part, the author suggests that in order to reach the goal of the housing rights obligations, we should make great efforts in four aspects:First, we must promote housing rights legislation and build the remedy system. Second, we should improve the existing housing security policy system. Third, we should establish a supervision and guarantee system. And at last, everyone should fulfill their self-protection obligations of housing rights. Then the comprehensive security system may help protecting urban residents’ housing rights and perhaps, one day, fulfilling it completely.
