With the deepening of global industrialization and the rational thinking ofemerging industry, the upgrade of the traditional industries is subject in the economicrevitalization. The successful practices of developed countries and areas have shownthat: talent resources are the key to promote the upgrade of the traditional industry,high-level talents are the core in the upgrade of traditional industries and the leadingindustry development. In this context, from central to local governments, they are alltrying the best to attract the high-level talents through policymaking for which is goodto upgrade traditional industries. However, the implementation effect of the high-leveltalent policies isn’t ideal: the high-level policy has low fit in the needs of traditionalindustrial upgrading, high-level talent’s ability cannot give full play to the traditionalindustrial, policy function still needs to be improved, and the paths through local high-level talents to promote the traditional industry upgrade need to be clear.Base on the deeply thinking of the low implementation effect of the high-leveltalent policies in promoting traditional industry upgrade, this passage is based on thenew economic growth theory, choose the public policy function theory as the key theorybasis, study the cause of the low implementation effect of the high-level talent policiesin promoting traditional industry upgrade. Taking the Suzhou’s high-level policy forreference, make the path of the local high-level talent policies to promote traditionalindustry upgrade clearer, ensuring high-level talents policy objectives come trueeffectively, and promote the optimization of local traditional industries. Although thisstudy takes Suzhou for example, for the problems of local high-level talent policieswhether can effectively promote the upgrading of traditional industries have certain universality, this study can be a reference to the other places in our country.
