| With the deepening of the market economic system,China is in a critical period of transition to a comprehensive well-off society from the initial well-off society,from survival-oriented society to the developmental society.The public service’s hierarchy of needs, structure, scale and characteristics have undergone profound changes on the transitional China,The contradiction between the overall growth of the public demand and a serious shortage of public goods is becoming increasingly prominent. China’s current conditions and special era of the requirements put forward by the government at all levels to enhance the government’s public service capacity.The county government as a political organization in direct contact with the state is the main body of the urban and rural public service supply.Public service capacity of the county government is particularly critical to meet the urban and rural public growing demand for public services,to achieve equalization of public services in urban and rural areas.This thesis selects a central China county Dancheng as example,the theory of new public management theory, new public service theory and other disciplines for guidance,uses documentary research,questionnaire, interview,data analysis and other methods,analyzes the county governments supply of public services and problems of public service capacity.This thesis is divided into five chapters.The first chapters is an introduction;The second chapter describes the current Dancheng county government public service supply situation and inadequacies;The third chapter is the analysis of the surveys conducted by the county,first is the county-level government public service capacity satisfaction survey,further pointed out that the problem of missing and misplaced between county government service providers and service needs from the county the needs of the citizens of the county public service project and their satisfaction,second is the survey analysis of influencing factors through public service capacity of the county governments,which come to the most important factors affecting public service capacity of the county governments;The fourth chapter is pointed out that the reasons for the county-level government public service capacity to the lack of advanced county administrative culture,not the high quality of the civil service, insufficient financial resources of public services,lack of effective expression of public demand and the government response mechanisms;The fifth chapter is to make feasible suggestions to enhance public service capacity of county governments from the building advanced county administrative culture, building high-quality government human resources team,enhancing financial resources of the county government’s public services,establishing effective expression of public demand mechanism and the government’s response mechanism. |
