Research On The System Of Disclosure Of Government Information Of Group Events

In recent years, a variety of group events frequently occur in our country, hasbecome a very common phenomenon in society. Group events occur frequently, willnot only result in the destruction of the economic development and social order, andto damage the interests of the public, but also put forward a serious challenge to thegovernment. Based on the unknown risk of instinctive fear, public in the group eventshas urgent needs to access to government real information and in this process，the lackof information, the biased information, the delay of the information will result in thepublic mass panic, and easily induced more serious social problems. Only when thegovernment timely disclosure of all relevant information, and clarify the truth, makethe problems and contradictions open to the public for the first time, the problem willbe solved in the initial stages.This paper from the perspective of government information open to research andexplore the mechanism of group events reasonable solution, seeking a point ofbalance of interests between the various interest groups to reduce conflicts of interest,slowing group events adverse impact on social stability. The research on thegovernment obligations of information disclosure in the group events is not only theneed to protect the citizens’ right to know, freedom of speech and the right to achieveand administration according to law, the inevitable requirement of building a countryunder the rule of law, but also to establish healthy communication between thegovernment and the people, an important prerequisite for interaction mechanisms.This paper is divided into five parts, the first part is an overview of the disclosureof government information in the group events as well as to define the concept andthe characteristics of government information disclosure, as a starting point, theanalysis of the link between the two questions, as well as the government informationdisclosure in the group events’ own characteristics, compared with other ordinarypublic government information; the second part is from the angle of law’s value, suchas order, justice, efficiency and to analysis government information disclosure in thegroup events; the third part is to make a study and analysis of the provisions in this regard to the United States, the United Kingdom, make it a reference to our country;the fourth part includes the legal system of group events in China governmentinformation disclosure, the research from the legislative, academic theory andpractical aspects are analyzed, and summed up the problems; the fifth partsummarizes the study of the second and the three-part, focusing to solve the aboveproblem and propose a solution.
