Instructors, as the backbone power of college ideological and political education, are the first line organizers and executants of ideological and political work, and play an important role in college political education. How to establish an evaluation system for instructors, according to their roles and job characteristics, is of great theoretical importance and practical significance to the development of instructors and their own career development. This evaluation system can reflect instructors’working ability and performance, and reveal the character and rules of their process of growth, so that an accurate assessment of both behavior and explicit results can be made. The system also reflects the influence of the counselor’s motivation, personality traits and other individual characteristics on his or her performances, which is beneficial to improving the organizational performance by optimizing personal competency.This survey, using competency theory and methods, extracts and summarizes the relevant targets of college coordinator’s competency and then builds a competency model by literature analysis, working observation and behavioral event interviews. Also by using analytic hierarchy process, the survey also sets the relevance between coordinator’s competency and performance index. The competency model for college instructors consists of four dimensions, equally, ability, working attitude, personal qualities and professional qualities. Ability includes six indicators: communication ability, organizational and management ability, resilience, execution, teamwork and innovation; attitude includes four indicators: professional loyalty, responsibility, devotion, reflection and self-awareness; personal quality, includes five indicators: personal charm, understanding and respecting students, being principled, affinity, and ideological and moral cultivation; professional qualities include six indicators: political quality, learning ability, researching ability, counseling ability, the ability to give proper career planning guidance and the ability to promote the development of students.The survey also studies the relationship between college instructors’competency and their performance, by using gray system measurements, and based on preparing and applying the questionnaire which deals with the relationship between competence and performance. It also analyzes the inner connection and function of instructors’competency quality (ability, working attitude, personal qualities and professional qualities) and their working performance (style of study, extracurricular activities, life management, ideological and educational work and personal work).This survey suggests that the working performance evaluation of college instructors needs to achieve the unity of competency description and performance measurements. To achieve this, this study focuses on the discussion of the competency-oriented college instructors’evaluation system, giving a further exposition of its operation process, namely: performance evaluation preparation, performance evaluation index design, the implementation of performance evaluation, and the summery and feedback of the result. Among this, this survey emphasizes on the developmental function of competency, putting forward main suggestions and measurements of the training and development of instructors’competency.
