Moral education is the soul of education in primary and secondary schools. It iscommitted to the elementary and middle school students’ moral and personality training, andembodies the basic purpose and destiny. It runs through morals, intelligence, sports, arteducation and practice in all aspects of the primary and secondary education. In our country,the moral education in primary and secondary education has a special status, role andsignificance.By comparing to the main ways and the methods of moral education management inprimary and secondary schools between China and Japan and taking reference of the methodsof moral education management in Japan which has the similarities in Chinese history andtraditional culture, this paper studies the moral education management and methods that aresuitable for the reality of our country and explores effective ways of our country in moraleducation reform of Chinese educational system reform, which is of important theoreticalvalue and practical significance.Based on a great deal of collecting research data at home and abroad and on the basis ofthe reorganization and analysis, the use of literature analysis, comparison research method,this paper studies the implementation methods of China’s moral education in primary andsecondary schools, such as persuasion education, model demonstration, the actual exercise,emotional edification, self education, comparative education and psychological counselingmethods and seeks the success and the presence of defects. This paper also studies main waysof Japanese moral education in primary and secondary schools and the use of sequentialprogram guide, guidance of "moral time" course theme, experimental learning andpsychological counseling, and analyzes the success of the Japanese moral education andmanagements in primary and secondary schools. On this basis, the paper makes contrast fromthe different emphases, the dominant factor and other aspects of the Sino-Japanese moraleducation managements and methods. It puts forward the suggestions like the strengtheningof moral education work and management; the improvement of teaching method of moral education course; the combination of instilment and inspiration; the enhancement of thetraining and guidance of students’ behavior; the cultivation and exercise of the students’healthy psychological factors; the reinforcement of the cooperation among school, family andsociety. It makes an exploration of the effective way of moral education reform in Chineseeducational system reform from multiple aspects.
