The social work in enterprises is a new field of social work. This paper uses dualinstitutional logics as core concept, applies the perspectives of new institutionalismtheory and takes organization Z as a case study. It takes two most common modes,enterprise buying pattern and union mode, into depth interpretation in order toexploring Chinese social work in enterprise and the development of localization.It has dual institutional logics in the operation of enterprise buying pattern,namely market management logic and social service logic. As a result of social workin enterprise embedded and resource dependent features, it faces all sorts of dualinstitutional logics conflict dilemmas, includes the conflict between instant benefit inenterprise and long-term effectiveness in social service, the contradiction whethertaking the enterprises or employee as root, the opposing between corporate profittasks and responsibilities and so on. G organization absorbs social institutionalizationof defined practices and procedures, standardizes working procedures andintroduction “semi-market” rule action strategies to obtain the status of legitimacy inthe conflict of dual institutional logics. This management and market logic“convergence " development strategies, on the one hand maintain the enterprise’ssurvival and development of social work, on the other hand shaped the developmentof local enterprise social work.Similarly, in trade unions also exist in the buying mode dual system logics, whichis the logic of public administration and social service logic. Trade Union social workalso exists in a dual system logical dilemma of conflict, including the tendency ofadministrative, social work services promoting with executive power andmisplacement of texts and practice of social work of trade unions and so on. In theconflict of institutional logics, Social work in trade union B gets identity through the“system convergence” and gains professional status in “alternative” strategy. Theseactions also sustain the survival and development of social work of the union, at thesame time shaping the development of local trade unions social work path.At last, this paper summaries three key factors: source, logical changes of statusand legitimacy of the system construction in the development of enterprise socialwork through the analysis of these two modes of induction, and then presents theauthor’s forecast about the development of social work in enterprise and raises threerecommendations about the development of localization. First, the government should play the “strong construction” role; the second is to ensure diversification of sources;the three is to understand that “system convergence” is an important path inconstructing localization social work in enterprise.
