While the work unit organization has dissolved,the organization affiliation is changed to social affiliation. Social members’depends on the unit has declined dramatically, while their dependence oncommunities gradually increased. Community has already become an indivisiblepart of our urban residents’ daily life.Based on this background, efficient community governance plays animportant role in our daily life. In my view of the existing condition ofcommunity construction in the country, the powerlessness of self-governing organization, are not fundamentally so solved. It has become a bottleneck whichhas negative effect on further development of communities. To buildMulti-central governance became an urgent task for us to solve this situation.This paper starts with the quo of community development, by example withRuijin community practice of governance.Using primary research method todiscuss the principal problem that the governance oF city communities currentlyexisted, deeply examined the probably elements causes of the problem in citycommunities’ governance.Furthermore, Suggestion and measurement also being provided fordeveloping and cultivating social organization, community autonomyorganization, enhancing the construction of the community participated incommunity of enthusiasm, further streamline government and socialorganizations.
