China’s rural education in a wide range of capacity, the strength of rural teachers,especially teachers of how active a large extent affected the development of rural education.In order to further the implementation of quality education and to promote balanceddevelopment of education, we must attach great importance to teachers in rural areas ofhuman capital accumulation, and fully mobilize the enthusiasm of teachers in rural areas,teachers play the maximum extent of initiative and creativity to improve the quality ofteaching in rural primary and secondary schools. This involves teachers in rural areas ofhuman capital incentives. Incentives for rural teachers in our study are not many, have someincentives for rural teachers, human capital, the article mostly from psychology, managementstudies and other perspectives. In this paper, human capital theory, modern incentive theory asa basis to stimulate human capital into the construction of rural education in this context,analysis of human capital, incentives for rural teachers, the actual situation and the presenceof defects, and for the new Du’s in Tongcheng primary school teachers in the interviews andquestionnaires of statistical analysis, the gray relational model based on the analysis ofreputation, salary, job promotion, performance, work environment, training, talentintroduction of incentives in seven areas of human capital for rural teachers the degree ofinfluence, then a comparative analysis of different personality characteristics of teachersinspire the difference, and then focused on building the rural primary and secondary teachersof science in human capital incentive system.This paper is divided into five parts. Part I: Introduction. This chapter describes thebackground and significance of this study, related fields of study conditions at home andabroad, this study used ideas and methods as well as the lack of research and innovation.Designed from an economic point of view, combined with China’s national status, theimportance of rural primary and secondary education overview, clear quality of rural humancapital, incentives for teachers in primary and secondary significance.Part II: Human capital theory and the related incentive theory are reviewed. As for thecurrent academic human capital do not have a relatively uniform definition, a matter ofopinion, so this article covers this part of the definition of related concepts, including thedefinition and characteristics of human capital, and to allow readers to read and in-depthunderstanding of this article.
