In the management of colleges, Optimizing configuration of human resources have been the most important factor to the development of colleges and universities. College is a very rich place in human resources. Especially the teacher is the core of human resources. So It is very important to effectively motivate teachers. In this study, The human resources is same to Human capital in essence. In general,human capital means the knowledge and skills contained in the human body. In the management of company, participating in the management and sharing the profit has become a new type of management mode. This incentive model greatly effective incentive the human capital of university teachers.University is a stakeholder organization,enterprise is a for-profit organization, it has the essential difference between the two. Of course, they also have something in common. University is rich in human capital, so it is very important to have a suitable incentive mode. In this study,we have an analysis in the theory of property rights and comparison between enterprise and university. After that, we have a research in definition and characteristic of university human capital, then we try to put forward some suggestions to encourage university human capital.
