Study On The Students’ Employment Promotion Policy Implementation Effect Evaluation

With the expanded enrollment in the universities since1999, the contradictionbetween the employment of the graduates and the social demands appears to be moreand more outstanding. Our country have developed kinds of policies to promote collegestudent’s employment since2003.These measures provided the institutional and policyguarantee to full employment for graduates. It relieves the pressure of the graduates’employment. But in our country， most research focus on university graduatescountermeasures study as well as the employment policy, lacking of empirical analysisof university students’ employment policy evaluation of the effectiveness.In this paper, first of all，the paper through the studies of the students’employment promotion policies and its characteristics, respectively from the supply topromote, demand for the promotion and supply matching to promote were summed upand combed. This paper introduces the relevant policies carried out by some foreigngovernments，aiming to learn from their treasured experience by summing up thefeatures of their policies to promote the graduate employment. Then, this article takesthe college students of Shanxi and Henan as the object of study, and takes examplesfrom the theories and methods of public policy estimating, Combined with thecharacteristics of college students’ employment promotion policies and function, thearticle establishes college students’ employment promotion policies implementationeffect evaluation framework.Firstly, this innovation is that upon the general theory and methods ofassessment of domestic and foreign policy, set up to promote college students’employment policy implementation effect evaluation framework, puts forward thebasic train of thought and evaluation process, to promote college students’ employmentpolicy implementation effect evaluation of important theoretical value. Secondly, Starting from the empirical research, using the quantitative research methods, throughthe questionnaire survey data collection, sorting, analysis of the college students’employment promotion policies make implementation effect of the evaluation of theafter. Thirdly, Employment policy will be divided into employment policy, supply theemployment demand policies and employment service party policy. And the threetypes of respectively the policy implementation effect evaluation, have pointedproposed to promote college students’ employment policy Suggestions to improve andinnovation, and finally achieve the college students’ full employment.
