The present stage is the key period of our economic development in transition phase; the new standards for socio-human capital have been set. Meanwhile the effect of the enrollment expansion of colleges and universities since 2003 has gradually appeared--- the number of highly educated graduates increasing rapidly, the colleges and universities graduates’ employment problem has become a social hotspot. Shanxi province plays an important role in the implementation of national strategy--- Central China’s Emerging Strategy. Therefore, the effect evaluation and optimization of employment policy for college graduates has significant representation. This paper aims to analyze the implementation of the college and university graduates’ employment policy and put forward policy recommendations and optimization path to promote the employment levels highly educated graduates integrally in Shanxi province.Firstly the related concepts of employment policy have been defined through the classical economics theory, such asKeynesian theory, by bibliometric and theories returning. Then the present employment circumstances of colleges and universities in Shanxi province have been analyzed based on the related data from the three dimensions as the market, Government and universities. Finally, the policy evaluation model will be built by using the statistics from 2004 to 2013, further policy recommendations and optimization paths of the policy implementation will be proposed.Studies have shown that:(1) employment policy is a policy system orientated by the government’s strategic, colleges and universities personnel training, markets selection. Therefore, the relevant employment policy advancing needs from different optimization dimensions in order to achieve the integral promotion of employment of college graduates; (2) The employment policy is closely related with the process of cultivating talents in colleges and universities to ensure that the level of employment in colleges and universities. On the one hand, the related to the connection paths need to established based on the characteristic of the college graduates in order to guarantee the effective flow of information related to the policy; On the other hand, the employment awareness and knowledge application need to be enhanced and combined with training processes of the human capital from the policy level to promote policy implementation; (3) policy evaluation analysis indicated that market share of college graduates is as a representative of the market factors and there is a clear positive correlation between the level of employment in colleges and universities and markets based on the average level of employment income, and also the effect of employment policy could be ensured through the promotion of education resource teacher-student ratio and focuses on improving students’ability to apply knowledge. Through the empirical analysis of the effect evaluation about universities employment policies in Shanxi province, it can be seen that employment policy in colleges and universities do has obvious positive correlation with employment in term of government guidance, employment expansion and social movement of technical personnel. But there are still large room for improvement in many aspects like colleges-marketing synergy, multi-agent interaction, employment skills training.Policy recommendations are as follows:(1) enhancing the employment policy system construction in colleges and universities by the Government. Through the employment policy from the dimensions such as universities, market, business, government, building the effective human capital needs paths in line with market demand; (2) constructing the specialized platform of career center in the University and enhancing students’ awareness of job seeking by the functions of career center in university system through the process of students’training initiative; (3) expanding the scope targets in the employment market for university graduates and mobility of human capital guidance, achieving the human capital market-oriented transition, thereby establishing the driving mechanism integrated government, market, enterprises college ---"four in one" for the employment of college graduates.
