In an era of knowledge based economy in fierce competition, people are developing a deep understanding of the significance of talent strategy. The tertiary institutions, on one hand, serve as a training base for talents of high quality which is the first essential to a nation’s success in the age while science research, another heavy mission the institutions shouldered to disseminate and generate the knowledge for an all-around social progress, are both closely related to its effective management. As the objectives are identified, we need to realize that the real liable executants to these missions, yet the most importance resources in the institutions are the teachers, whose performance is so crucial that their guidance designs become the management focus. In addition, the institutional climate has been through a sweeping change, there is an inevitable kinship between the Ivory Tower and the interest group which requires a multi level and diversified modes of development. However, current development of Chinese colleges has a trend of resemblant objectives, anarchy upgrading and single assessment mechanism that need to take the changes into consideration when study on the management modes and the designs. This thesis is dedicate to the application of theories tools of basic principle, value chain, system survivability and Balanced Scorecard in strategic management to locate the objectives combined with characters of three non research institutions and external environment, then, to explore an effective way for a long term and sound development for the colleges to establish a suitable performance guidance system and vocational development route.The Balanced Scorecard assesses the performances from the perspectives of finance, clients, internal procedures, study and growth which demonstrate a strategic, comprehensive, balanced and progressive assessment mechanism. During the two decades since its origin, the Balanced Scorecard had widely spread around the world and won a favorable reputation by enterprises in different fields. Some non-profit foreign organizations also introduced its concept into their management approaches and gained fruits. Since it is quite favorable to the features of the non-profit organization, the balanced score card is also applied as a strategic management tool to systematically instruct and establish the teachers’ performance guidance in institutions.The thesis contains 7 parts. The introduction is to identify the background, objectives, significance of this article and outlines the innovative ideas, illustrates the development of thoughts and method. The second part is an overview of the relevant articles and documents from which the subjects and conclusions are drawn to serve as an academic base. Section Three is to analyze and verify the operational platform and clear out the potential obstacles and possible alternatives in every aspect for a feasible strategy. Another detailed analysis on the possibility and premises of applying a Balanced Scorecard in institutions is progressed in Section Four. In this part, the relevant theories from references in part two are collected to support the study. Meanwhile, the qualities of Balanced Scorecard are valued to befit for testing the performances to develop the procedures of using it in institutions. On the basis of the former parts, Section Five proposes a new form of Balanced Scorecard to carry out the assessment designated for high educational institutions and formulate the scorecard and its grading system under a clear definition of the principle of strategy and performance guidance. Noted in the Section Six are the matters need special attention during the application of the scorecard and the comments. Overall content and insufficiencies are summed up in Section Seven for a further improvement.Innovations of this article best presented as follows:First is to introduce the strategies adopted by enterprises into the educational institutions to identify the current situation under the regulation of the internal and external environments, then, to motivate the teachers to advance. Secondly, transplant the theories of value chain and interdependent survival to create a necessary liaison between institution and its benefit counterparts to form a survival and developmental system in the institution and to frame out the Balanced Scorecard for assessing the teachers’ performances, thereby, guide the institution to locate its position on a strategic rather than a simple tactic level and solve the underlying issues between the teaching and research. Thirdly, identify the institutions as a service organization promoting the social and economic development from environmental and strategic perspective and assist its operation to enhance its function and efficiency as a social service organization while help the teachers to work out a suitable way for self-improvement.
