The implementation of family planning policy has brought on-child families with structural vulnerability. In the meanwhile, with the increasing expansion of the number of one-child families, the unexpected risks that got along with the policy at the outset are gradually coming into reality. Like something else, family planning policy as a basic Chinese national policy also has two sides that get unparalleled treatments, that is, the latter receives much less attention than the former. The positive functions of family planning policy are reflected in the fields like population control, economic growth, social benefits and family benefits and so forth. What more, family planning also has negative functions and implicit functions which were neglected by many people. In my opinion, a very important manifestation of family planning’s negative functions is the risks of one-child family, which is the focus of this thesis. The risks of one-child families are objective realities that need taken seriously and to take active measures to prevent and avoid them. Otherwise, the theoretical risks may become a reality hazard. As for the analysis of the risks of one-child families, the author intend to commence from two perspectives, namely, the macro level—society and the micro-level--family. When accumulated to a certain extent, the risks of one-child families will be transformed into social risks and plague the whole society. Robert K. Merton’s functional analysis framework is mainly used to study the objective consequences that produced by specific policies and institutions. In this thesis, the author intends to use the functional analysis framework to analyze the risks of current one-child policy under the influence of family planning policy, and try to put forward proposals to reduce the risks.
