with the development of economy , not only does the school choice exist in thecity, but also it has become particularly serious in rural areas. The so-called ruralprimary and secondary school choice is a rural primary the problem of condary schoolstudents in compulsory education, voluntarily give up free of the nearest school policyand the choice to focus on primary and secondary schools a phenomenon. It is aserious violation of relevant provisions of the country’ "Compulsory Education Law",has seriously affected the teaching order and education fair and even social equity. Themain reason is the uneven distribution of educational resources.Therefore, to school choice behavior into a comprehensive analysis to identify theroot cause of the presence of school choice behavior. School Choice is a phenomenongenerated by the pursuit of quality educational and it can not meet people requirment.For the long time ,the education sector and the theoretical circles has the differentviews on school choice. Rural primary and secondary school choice after thepromulgation of China’s "nearest school" policy, there is a gap between the existenceof the county focus on primary and secondary schools and school, in order to let thechildren enjoy high-quality educational resources, school choice phenomenon hasbecome more and more serious. The Shandong Gaotang shows school choice behaviorfrom the perspective of educational equity in the preamble, including the reason forschool choice topics, research status, ideas and methods of research and schoolchoice-related defining the concept. The body part is for four aspects.Part I: The unfair concept of rural primary and secondary education . First of all,the latest national education policy shows the importance of the state school choicephenomenon. Then there are a fair education concept as the basis to explain theconcept of education Finally, leads to define the concept of unfairness to rural primaryand secondary education.Part II: School Choice in rural background and reasons. First of all, the Gaotangeducational background and then introduce three of the county school choice: themainstream school from rural to city , for the students of middle school betweendifferent towns,for the primary students between the same town.Rural primary andsecondary school choice reasons were analyzed and discussed from social backgroundand social psychological factors .Part III: the education between rural primary and secondary school students inschool choice leads to unfair. Education for schools, students, families, teachers andsocial injustice. Inequitable education in schools mainly in the gap between schoolsand school management burden. Students inequitable education in students mental andphysical aspects. Mainly in two aspects of the economic burden on families and the psychological burden of inequitable education of the family. Education on socialinjustice is mainly manifested in two aspects of social equity and social corruption.Part IV: For the interventions of school choice . This article first analyzes thesuccessful experience of developed countries. Such as the United States, Japan andother countries, they are the reason why school choice is not very serious, mainlybecause of the gap between the various schools is not great, educational resourcesbetween them is relatively balanced. Again to analyze the phenomenon of our county’sschool choice, and relative measures: balanced urban and rural educational resources, areasonable guide and standardize the school choice behavior, and comprehensivelyimprove the teachers, principals, quality, and regulate private education to meet theneeds of different groups of people described .
