| It is a key time of China in the 21th century that the county is inthe period of economic development and education innovation. Untilthe end of last century, our country has achieved basically the grandgoal of nine-year compulsory education,which fundamentally assuredthat the majority of young children can receive compulsory education.However, it is still a backward condition that there is large disparitybetween different areas and different schools and rural and urban.Therefore,narrowing the gape of different areas and promoting thebalanced-development of compulsory are paid attention to by allwalks of life. The physical education is the important part ofelementary and secondary school education, which can improve thequality of the Chinese nation. Therefore, the purpose of this study isto survey the balanced development question of the elementary andsecondary school PE education between rural and urban in Hebeiprovince.This thesis use the methods of the literature, questionnaire,interviews, logical analysis and data statistics to compare the difference of PE of elementary and secondary school of Hebeiprovince. The data from the research display the results as follows: 1)there is a certain gap on the allocation of PE teacher. The PE teachersof urban are better than the rural’s on the aspects of age,gender,professional title, educational background, learning of job,welfare of employment, level of research and so on; 2) there exists acertain gap on the allocation of material resources. The quality ofsports ground of urban is more than rural’s. According to the effectivedemand of school, the primary and junior high school in the cityinstalled a type of athletics device facility,while most of rural schoolsuse less; 3) there is a certain gap on the level of PE expenditurebetween the urban and the rural; the former is better than the latter; 4)there exists a certain gap between the PE teaching and the athleticsactivity outside the lesson. On the writing teaching plan, executingthe Nine-year Compulsory Education PE Curriculum Standards, thequality of activity outside the lesson every week and taking one-hourexercise every day, the schools of urban are better than the rural’s.The PE classes of rural schools are mediated seriously at randomthan the urban.Based on the condition of the PE development of the urban andrural schools in Hebei province, the author offers some suggestion onthe balanced-development of PE as follows: 1) improving the existedofficial rule or order and enhancing councilor’s inspection to ensurethat the right of the students accepting PE education is free frominfringement. 2) Enlarging the expenditure of rural compulsoryeducation, conducting the canonical system of the finance transferpayment, using special founds to achieve special purposes, which can narrow the gap of PE material resources between the urban and therural schools. 3) Planning the PE teacher resource of the urban andthe rural as a whole, improving the quality of PE teacher, which canpromote the balanced-development of PE human resource. 4)Improving the rural school sports teacher education teaching andlearning environment and to improve the welfare level of the physicaleducation teachers in rural schools, Gradually narrow the urban andrural primary and secondary physical education teachers thedevelopment gap. 5) Updating the idea of education, spreading theimportance of elementary and secondary school PE education in theQuality Education execution, which can improve the square status ofPE education among all subjects. |
