In order to promote the balanced development of basic education in a region,it is necessary to properly allocate education resources,and teachers are the core of all kinds of educational resources and play a decisive role in the overall education level.In the current social background and education system,the flow of primary and secondary school teachers in urban and rural areas are an inevitable trend.The continuous deepening of the urban-rural dual structure has caused many social problems.In the field of education,more high teaching quality teachers are pouring into cities and rural schools,a number of outstanding teachers are lost,the current trend of primary and secondary school teachers' mobility is mainly from rural schools to urban schools,from weak schools to strong ones,the educational imbalance is more and more drastic,causing the the Matthew effect in education,especially in areas where education development is severely imbalanced.In this case,the implementation of a two-way exchange of rotations between urban and rural teachers in an orderly and rational manner is the key to solving the problem.Currently,there is still no regulation about exchanges between urban school teachers and rural school teachers in China.The overall situation of teacher mobility can be found as follows: Firstly,the proportion of mobility is small,mainly rural teachers flow to urban schools;Secondly,the flow scale is not large.Thirdly,there is a lack of standardization in the process of teacher turnover.Finally,the process of teacher turnover is not transparent,which worsen the imbalance in education.Two methods are used in this paper for research: literature,investigation and reasearch methods.By using the two methods,we roughly learned about and researched the general status of the urban and rural exchanges between the primary and middle school teachers in Fengjie County,Chongqing.Analyze and investigate the research,finally summarize the data and materials obtained and analyze the main causes of the problems,then based on actual situation,propose solutions and suggestions to improve the unreasonable communication between urban and rural teachers,hoping to provide advice to the education administration and schools.Firstly,the distribution and flow of teachers in the Fengjie County were introduced to further clarify that unreasonable flow of a large number of teachers in the county causes iots of problems.The main reasons as follows:(1)Differences in regional economic development;(2)unreasonable School policies;(3)School management system deficient;(4)teachers' personal values;then the problems arising from the current teacher flow are taken as the starting point to propose corresponding countermeasures.The main purpose is to make the flow of urban and rural teachers more reasonable,the regional education development more balanced,the rural education financial investment increased,and teacher quality improved,etc.So as to make the flow of teachers in the region is more orderly and the development of education is more balanced.
