As China enters the decisive period of overcoming poverty in building a moderately prosperous society in an all-round way and a new era of socialism with Chinese characteristics,as the most basic and sensitive issue of balanced development of urban and rural education in the "three rural areas",It has become a hot area of concern to the Party and the government.The report of the 19th national congress of the communist party of China proposed to give priority to the development of education,attach great importance to rural compulsory education,and promote the integrated development of urban and rural compulsory education.Document No.1 of the Central Committee of 2018,as a further explanation of the"three rural" issues in the report of the Nineteenth National Congress,Clearly put forward the implementation of rural revitalization strategy to give priority to the development of rural education cause.The balanced development of education in urban and rural junior high schools has become the output link of education in rural areas.It plays a positive role in promoting the balanced development of education in county areas,narrowing the current situation of urban-rural differences,curbing the intergenerational transmission of poverty,rationally allocating education resources and promoting the fairness of education.This article is based on xinjiang's second most populous county——Moyu county is the research area,explores the balanced development level of junior middle school education in urban and rural areas and the prominent problems faced by education development,and puts forward countermeasures and Suggestions according to local conditions.Based on literature review and field research,this study builds an evaluation index system of balanced development of urban and rural junior middle school education with financial input,teaching staff,school-running facilities and educational output as the core based on domestic and foreign research results.And distributed questionnaires and questionnaires to groups at different levels of the county's education system,The level of balanced development of junior middle school education in moyu county was evaluated by ahp and fuzzy comprehensive evaluation.On this basis,this paper discusses the problems and causes existing in the balanced development of junior middle school education in urban and rural areas of the county,and finally puts forward relevant countermeasures and Suggestions.The results show that the current urban and rural junior high school education in Moyu County is in a low level of equilibrium.There are some problems:first,the structure of urban and rural education funds is unreasonable,and the level of public funds is generally low.Second,The number and quality of urban and rural teachers are seriously inadequate,and the training scale and frequency are low,Shift work is common.Thirdly,there is a significant difference in mandarin level between urban and rural teachers and students,Township students entrance examination results lower.Fourth,the township junior high school teaching and living facilities construction is insufficient,personnel transfers frequently.Finally,the following countermeasures and Suggestions are proposed:First,the rational allocation of internal resources to improve and optimize the proportion of public funds and efficiency.Second,reform and innovate teacher management and supervision mechanism,and establish long-term teacher training mechanism,Curb widespread shift work.Thirdly,Based on the popularization of mandarin education among teachers and students,the office of moral education should be strengthened.Fourthly,the construction of teaching and living facilities for junior middle schools in towns and villages should be strengthened to reduce the frequency of cadre transfer.
