The unbalanced allocation of teachers between urban and rural areas and among schools has become one of the most important factors that restrict Chinese education development. It is the very unbalanced teachers allocation that causes serious teachers shortage in the west of China and the remote rural areas. Therefore, China’s Ministry of Education and relative local authorities are positively carrying on explore and research, which aims to work out a reasonable teachers flow system to solve the issue of teachers uneven allocation and to narrow the educational quality gap between urban and rural areas and among schools. Issued in 2010, the Guidelines of the National Program for Medium-and Long-Term Educational Reform and Development definitely declares that, in order to promote the education equity, the foundamental measure is to rationally allocate educational resources. What’s more, we should put more attachment on teacher resources to send more qualified teachers to rural areas and poverty-stricken areas as well as regions by ethnic groups.Mississippi State also met with similar problems in teacher allocation. There are qualified teachers shortages in rural and remote areas, and weak schools. Besides, teacher losing is also serious in Mississippi State, which has hindered the balanced development of education. In order to solve these problems, Mississippi Government has issued the Mississippi’s Critical Teacher Shortage Act. Keeping a foothold on China’s national conditions, this study analyzes the Mississippi’s Critical Teacher Shortage Act, and strive to get some enlightenments and inspirations for our country.This paper is composed by the following five parts:In the first part, we will introduce the background of "Mississippi’s teacher shortage act" from the aspects of population, society, education; in the second part, we will present the main content of " Mississippi’s Critical Teacher Shortage Act ". It include "The Mississippi teacher center"," The Critical Needs Teacher Loan/Schoarship "projects and" The Mississippi Teacher Fellowship " Program and so on; in the third part, we will summarize the characteristics of "Mississippi Teacher Shortage Act" from these three different projects we mentioned above. In the fourth part, we will carry on an assessment on " Mississippi’s Critical Teacher Shortage Act ". It will be conducted from the implementation and the effects of this Act. Also, we will analyze some problems and challenges during its formulation and implementation; in the final part, based on the current situation and problems of teachers allocation in China, we will summarize some englitenments and inspirations from " Mississippi’s Critical Teacher Shortage Act".This research adopts Literature Review method to conduct a systematic analysis on current situation of teacher shortages in Mississippi State and the problems they are faced with. Based on the text documents of teacher shortage in Mississippi, this paper summarizes the characteristics and significance of " Mississippi’s Critical Teacher Shortage Act ". The research is always running through the management concept of "people first " to treat the issue of qualified teachers shortage from teachers" own point of view. " Mississippi’s Critical Teacher Shortage Act " attaches much importance to humanistic concern, which is worthy of our rethinking and borrowing.
