China's development of education has an important position on the process of the national renaissance and achieving the Great China Dream.However,in recent years,with the population policy adjustment and population peak arrival,the problem of shortage of teachers resources has become a hot topic of social concern.Especially in the stage of compulsory education,the contradiction at the shortage of faculty and staff in primary school has become increasingly prominent,and the call for strengthening the allocation of resources for primary school teachers has become increasingly strong.Taking Xuzhou City as an example,this study conducts a special investigation on the distribution and the number of students and teachers in the city,analyzes the distribution of non-first-line education and teaching staff and subject teachers,and analyzes the first-line data in depth.Through the analysis,it is found that the shortage of teachers' resource is the problem of structural shortage,such as the uneven allocation of primary and secondary school teachers,the oversized proportion of non-first-line education and teaching staff,the imbalance of urban and rural teachers,and the occupation of primary school resources by preschool education.For detected problems,this study has an in-depth analysis from the institutional mechanism,the mechanism of movement of persons,separated establishment of junior high school and primary school,jointly organizing of primary school and kindergarten,main teachers' reorientation for who reach age limit,teachers' work load saturation and several aspects to find the underlying causes of the problem.For how to solve the structural problem of shortage of teachers,as well as how to further improve the institutional mechanisms to better enhance the scientific level of management of teachers' allocation and other aspects,this study presents some suggestions,such as setting up nine-year consistent schools and emphasizing the implementation of integrated schools' Administrative,education and teaching management so that the use of teaching resources is more comprehensive and is conducive to the overall implementation of quality education,and the quality of basic education is improved;Promoting the orderly flow of teachers,proceed from the establishment of teachers cross-stage,interdisciplinary,cross-regional exchanges mechanisms,by the planned flow of teachers to effectively solve the problems caused by the increase of students and the need to increase teacher preparation,to prevent overstaffed teacher of some schools cannot properly distribute,or schools with students increased are restricted to recruit additional staff by limit,waste caused by uneven distribution of teachers resource allocation and so on;Reform reorientation mechanism of front-line educational and teaching staff.For the phenomenon in schools that a front-line teaching staff is transferred to a non-teaching position,allocation,personnel,education and other departments should be given adequate attention that it cannot be a simple transfer;Push non-core subjects teaching to the market,take a further step to strengthen the teaching force of key subjects and give pressure to lower proportion of non-key-subjects teachers;Promote early childhood separated from compulsory education schools,gradually separate early childhood education from primary education to ensure special allocation of primary and junior high school teachers is used for compulsory education.This research starts from hot social issues of teacher shortage having a front-line analysis in depth,first-hand information,and a comprehensive and scientific analysis for the substance and root cause of the problem.we put forward countermeasures and suggestions gradually transformed into practical results in order to solve the existing problem of allocation management of primary and secondary school teachers in the country.
