The framework of management of basic education curriculum has been confirmed as three-rank management divided into nation, locality and school with the curriculum reform. Currently, it is very important to construct a three-rank framework of curriculum management, and to promote it to develop coordinately. In recent years, the development of local curriculum is relatively weak. The paper is divided into six parts.In section one the paper introduce some research about Chongqing society, thought, research way and value of paper. In section two the paper analyses on the cultural orientation of local curriculum Chongqing Society, cardings the value and orientation of the curriculum which reflects the history and demeanor, as well as promotes the education based on local culture, supports the country’s construction. In section three the paper introduces Banks’multi-cultural assortment, making a profound analysis of the cultural choice the curriculum Chongqing Society make according to the local situation, classifying types of culture design based on location, nationality and classes referring to the curriculum, as well as the details how the curriculum chooses culture. In section four the paper illustrates the goal of curriculum by Lawton’s five-phase theory on the mode of cultural analyzing curriculum development, during which the culture inherence and making culture as life are both reflected.
