With the continuous development and popularization of the network technology, as web learning becomes more and more popular. It is used as main learning method of one course, or as subsidiary method to assist face-to-face teaching. However, the real web learning always put particular emphasis on building platform or hardware, the transmitting of knowledge and learning resources, and activities are designed very inadequate in most online courses.In this study, first of all, through the analysis of current web learning activities, we put out the importance of design learning activities in web learning to enhance the studying effect. Then, based on the basic principles of instructional design and Activity theory, construct an integrated process model of design the web learning activities which is under the guidance of the Activity theory. At the same time, in the "Theory and Practice of Curriculum Integration" course of junior students of Capital Normal University Educational Technology specialty, we use the Blackboard network teaching platform of Capital Normal University, and select representative missions to implement based on the process model. Finally, we sum up the design and implementation of the web learning activities, reach a conclusion that the integrated process model of design the web learning activities based on activity theory is feasible, and the preliminary implementation of "Theory and Practice of Curriculum Integration" cause the reflection of opening the web curriculum.
