Research On The Internal Governance Structure Of Our Country’s Public Universities In The New Era

Modernization of university governance structure and governance capacity is an important goal and an important element for modernizing higher education and building a strong higher education country.Since the Fourth Plenary Session of the19 th Central Committee put forward the requirement of "promoting the modernization of national governance system and governance capacity",promoting the modernization of university governance system and governance capacity has become an important policy of the Communist Party and the State in education.For example,in 2017,the "Implementation Measures for Coordinating the Construction of World-Class Universities and First-Class Disciplines(Interim)" was released,proposing to improve the internal governance structure of universities.The reform of the internal governance structure of universities as an integral part of the construction of double first-class universities is of great significance to promote the construction of world first-class universities and first-class disciplines in China.This study starts from the internal governance structure of universities and analyzes the reality of the internal governance structure of universities by using literature research method and case study method,which mainly includes several aspects of power subjects,governance content,organizational structure,rules and systems,and operation mechanism,and selects a public university in China as a case study to explore its governance strengths and weaknesses,and then combines with the specific studies on the internal governance structure of several public universities in other countries.In addition,we also analyze the internal governance structure of some public universities in other countries and draw lessons for China.Through the research on the internal governance structure of universities at home and abroad,it is found that the current internal governance structure of universities in China presents the governance advantages of implementing the responsible system of the president under the leadership of the party committee,relatively complete rules and regulations,and adhering to the joint governance of multiple power subjects under the leadership of the party committee,but there are also shortcomings of the supervision and balance mechanism of administrative power that can be further improved,failure to give full play to the governance role of academic power,and insufficient participation of democratic power.In this regard,it is proposed to build a new pattern of internal governance of universities,which follows three basic principles of institutional guarantee,openness and transparency,and pluralistic governance,improve the supervision and balance mechanism of administrative power,give full play to the governance role of academic power,and increase the enthusiasm of democratic power subjects to participate in internal governance.
