In view of the fact that the quality of teachers has been one of the key factors influencing the education level, ahigher request has been made by the society. However, testing and improving the quality of teachers need ascientific system of evaluation. Nowadays, an effective system of teachers’ evaluation index is developed andfurther applied by most countries, especially the developed ones, in the world. Compared with that, greatimprovements in this field are still needed in China. This paper introduces and analyzes the teachers’evaluation index for the primary and secondary schools in Alberta, Canada, and tries to provide reference forthe improvement of the teachers’ evaluation index in China.On the one hand, In terms of the theory study, first, the pertinent literature is reviewed in this paper, including1) defining two crucial concepts,‘Teacher Evaluation’ and ‘Teachers’ Evaluation Index’,2) reviewing theteacher evaluation theory and teacher effectiveness theory, and3) making a thorough investigation of theresearch on the teacher evaluation theory at home and abroad. Then, the situation of the education of Alberta isbriefly introduced. Finally, by translating and correcting the teachers’ evaluation index in Alberta, threecharacters are summarized, i.e., institutionalization, sectionalization, and specialization.On the other hand, this paper used materialization and quantification method for study, mainly usedinterviewing method, questionnaire, action research, mathematical statistics and so on. We tries to study andanalysis the feasibility for the teachers’ evaluation index for Primary and Secondary Schools in Alberta,Canada, by Taishanlu primary school in Shenyang. At the interview aspect, we took twice interviews. The firstanticipatory postural adjustments interview is for Diao Ming who is the principal of the Taishanlu primaryschool.The purpose is to know the school primary situations and ensure the final interview scale. The secondinterview is semi-structured interview, which for the15teachers and managers who worked in the Taishanluprimary school. After that, we changed interview record into35000words text. We coded the text andcalculated the frequency of the text. At the questionnaire survey aspect, we give the questionnaires for theTaishanlu primary school’s100teachers, then we recovered it. Effective responses is84. Afterwards, weanalyzed the questionnaire by SPSS13.0.We mainly used probability statistics and Means method. Accordingto the research results, the teachers’ evaluation index in Alberta is feasible. And a large proportion of index wasapproved by the teachers of the Taishanlu primary school.In conclusion, that survey answered two major questions. At the first, the survey pointed the importance of theteachers’ evaluation index in Alberta. Through the survey, we also know that the teachers of Liaoning provinceapproved the teachers’ evaluation index in Alberta, Canada. Under the national conditions, we aimed toprovide reference for Liaoning province teachers’ evaluation index field. That survey has innovation andapplication value.
