The construction of harmonious society should be based on harmonious education, especially in thestage of compulsory education. The state should provide relatively balanced and equitable educationalopportunities for all school-age children. Under the environment of promoting social and economicdevelopment in rural areas, speeding up the development of rural compulsory education, narrowing the gapbetween urban and rural compulsory education, planning as a whole the rural primary and middle schoollayout, and balancing area education resources obligations, makes the students, in rural or remote areas,can also enjoy the same high quality education and provide a strong impetus for rural economicdevelopment.How to balance and configure compulsory education resources has become the research focus of thecurrent education sector. This paper, based on the author’s hometown-the Xinxian county of Henanprovince, aims to make an empirical survey and analysis on the deployment of country education resources,and put forward the corresponding countermeasure and suggestion, trying to provide a reference for thedevelopment of compulsory education in Xinxian county and enrich the equilibrium theory of compulsoryeducation.This paper is divided into four parts: PartⅠ,introducing the research background, purpose,significance, literature review, ideas and methods; PartⅡ,sorting out the connotation and relationships ofthe equilibrium configuration of compulsory education resources; Part Ⅲ,inquiring into the allocation ofeducation resources in Xinxian county and analyzing the reasons and disadvantages of non-balanceddevelopment; Part Ⅳ,showing the corresponding solution to the existed problems in the allocation ofeducation resource.
