Education for doctor students, as an important part of higher education in our country, undertakes theimportant task of cultivating talented persons with high quality, high level and high creativity. The ability ofcultivating doctor students is an important part of the doctoral education, which refers to the cultivation of acertain number of qualified doctors by the university, taking advantage of all kinds of resources and theinteraction of the whole. The level of the ability of doctoral education determines the doctoral educationand the level of regional economic development. Therefore, it has drawn more and more people’s attention.This thesis firstly investigates the purpose and the origin of PhD education and point out tthat thedoctoral education is the social, economic, and cultural development to a certain degree product, doctoralcultivating ability is an important part of the doctoral education. The doctoral education depends ondoctoral student adviser, doctoral source of students, training funds, the material conditions, disciplineconstruction, teaching and scientific research activities. All those factors are indispensible.Secondly, the doctoral education history in Henan province is short, the development speed is faster.By2009, the doctor training has five units, primary discipline doctoral programs11, basically formed acomplete range of doctoral education discipline system. However, compared with that in other provinces,the doctoral education in Heman province is relatively backward. Considering the four aspects, that’s to say,scope, constitution, quality and achievement, the thesis concludes that: the number of people who getDoctoral Degree is the same as that in the remote and poor provinces, such as Neimonggu, Jiangxi, Qinghai,and Xinjiang. In this way, neither has the superiority of some advanced majors been fully excavated, nor isthe construction reasonable. The status and the capability of doctoral education do not equal to thecomprehensive situation of Henan. The author analyzed the fives aspects which would be enhanced in thefuture: human, educational fee, facilities, background, and educational activities. The thesis stated that thehigher education in Henan is not incapable to foster doctors, but is confined by the following aspects:policy, economy, historic factorsand so on.At last, the paper put forward the training of doctor improve Henan ability countermeasures:Increasing doctoral recruit students index of Henan province universities, expand the scale of doctoral education; speeding up the economic development of Henan province, the ability to provide training fordoctor play material guarantee; Increase the training funds investment and promoting the development ofHenan province of doctoral education; Henan province government should attach importance to thedoctoral education, university of efforts to raise the ability of doctoral education.
