Along with the development of our state economy and social enterprises, thedevelopment of education in China has made a stride forward, of which especially,the stress point in compulsory education has started to be diverted from‘popularization’ to ‘evenly balanced development’. Evenly balanced Development,in the state-issued ‘National Planning Outlines of Medium-and Long-TermEducational Reformation and Development (2010-2020)’, is taken as an importantand urgent strategic task for compulsory education, and has become a keystone thatdraws both governmental concerns and academic researches nowadays. Judgingfrom the practical situations of evenly balanced development of compulsoryeducation, there are amounts of difficulties in pushing it forward as a whole, andits realization on the county level has become the most important work and arealistic priority in policy options. The reasons are as follows: First of all, themanagement system for compulsory education is conducted on a ‘county-leading’basis in China, which means our counties are well authorized on personnelmanagement, on finance and on administrations, and therefore a political guaranteecould be provided for evenly balanced development of compulsory education;Secondly, the economic development inside a county is relatively evenly balanced,which is an advantage for allocating educational resources and therefore puts asound economic foundation for evenly balanced development of compulsoryeducation; Thirdly, the area of a county is small enough to make the culturalbackground approximately the same, by which a cultural atmosphere is preparedfor evenly balanced development of compulsory education. Based on above, thewriter has chosen Y-city from Shandong Province, a medium developedcounty-level-city from the east district, which is on some extent representative, asthe objective of our research on the evenly balanced development of compulsory education on the county-level. Having adopted theoretical descriptions on theevenly balanced development of compulsory education, we summarized up theexperiences achieved from the evenly balanced development of compulsoryeducation in Y-county and analyzed the existing gaps and issues by employingrelative theories over the national and provincial (Shandong) policies on thereformation and development of compulsory education. Based on comparativeresearches and practical investigations, referring to the experiences from developeddistricts, and considering about the practical situations of Y-city, we raised upthese suggestions and approaches for pushing forward the evenly balanceddevelopment of compulsory education in Y-county: Hurrying up building upstandardized schools and distributing schooling resources to make it evenlybalanced; Perfecting the management system of teachers and allocating thisresource to make it evenly balanced; Enhancing the management on education andteaching to make the quality evenly balanced; Raising up the level of informationalconstruction and making the sharing of educational resources realized;Investigating into a massive schooling mode and broadening good qualityeducational resources; Perfecting the guarantee system for educational investmentto lift up the development of compulsory educations; Perfecting the supervisionand assessment system in which the governmental responsibilities should be betterinvolved.
