Fairness of education is the basis social equity. And compulsory education is the most basic stage of people’s education. So it can be said that the fairness of the compulsory education is the foundation of education fairness, also the most basic foundation of social equity.By now, because of different resources owed by different types of compulsory education schools, the educational quality and level among these schools shows large differences. Meanwhile, because different social groups have different possessions on social resources and different demands for high-quality education resources, the behavior of school opting become more and more intensive. Actually, the purpose of people’s selecting schools is to choose good teachers for their children. People make great efforts to send their children to the key schools because the have desires for teacher resources of the key schools. The huge differences in teachers from different types of schools have led to the unfairness of education. And the unfairness of education has already been concerned by the whole society. The problem of keeping the unfairness under people’s tolerance in a certain region must be solved without a delay.Because the number of high-quality teachers is limited and training a teacher to be excellent one needs a long term, teachers’regular rotation and exchange between different schools in some areas appears particularly necessary. It can be thought that teachers’job rotation between different schools in an appropriate area is an effective measure for realizing balanced allocation of teacher resources rapidly. However, implementing the system of teachers’exchange and rotation cannot be a smooth thing. Many obstacles need to be removed.This thesis is based on the investigation and relational research of the practice of teachers’rotation and exchange at the compulsory education stage. Theories of education fairness, talent flow and human capital can be regarded as theoretical basis of it. In this thesis, a specialized and systematical research on implementing the system of teachers’ job rotating and exchange is made by the writer.Firstly, in this thesis evidences are given to prove the feasibility and necessity for implementing the system of teachers’rotation and exchange. And secondly existed difficulties of putting this system into practice are pointed out. Then, the reasons of these difficulties are analyzed by the writer. At last some strategies to make the system of teachers’rotation and exchange better in a county are put forward. In this thesis, the analysis for reasons of difficulties and suggestion of strategies are from three aspects. They are institutional factors, economic factors and human factors.This thesis contains six parts. In the first part, the reasons of choosing this subject and significance of this study are described. And then a summary of existed research is given. At the end of this part, the writing ideas and research methods of this thesis are introduced.In the second part, some concepts and foundational theories are expounded. They all related with the system of teachers’regular rotation and exchange at the compulsory education schools. This part also contains the analysis on advantages and disadvantages of the system.In the third part the writer analyzes the necessity and feasibility for putting the teachers’rotation and exchange system into practice at the compulsory education schools. The necessity is based on two aspects. One is the distance of teacher resources between high-quality schools and low-quality schools. The other is the functions of teachers’job rotating and exchanging. The function is mainly to ease the imbalanced development of compulsory education. The feasibility is discussed from existing security and practical experiences.In the fourth part, the inconveniences to implement the system of teachers’regular rotation and exchange at the compulsory education schools are pointed out. The inconveniences are mainly from teachers, schools and educational administrative departments.The main content of the fifth part is to analyze the reasons of the difficulties to implement the rule of teachers’regular rotation and exchange. The reasons can be focused on three factors, institution, economic and human. The institution factors contain the lack of relational laws and regulations and the imperfections of mechanisms of teacher’s employment, training, welfare and security, evaluation, and so on. The economic factors include the existing economic situation and investment from government. The human factors include people’s thoughts and traditional attitudes. In the last part, on the basis of analysis of the reasons at part five, strategies and suggestions are proposed pertinently for solving the existing troubles to implement teachers’ regular rotation and exchange at the compulsory education schoois.
