With the higher education rushing into the popularization, the teaching quality of higher education has attracted so many Chinese to care. So, all levels of government, education authorities and universities have introduced a series of policies and measures to protect the quality of teaching, including various forms of education and teaching quality assessment activities. These measures play an important role to protect the quality of teaching and promoting the improvement of teaching quality. However, the mode of quality assessment and Guarantee of which mainly concerns of higher education "Inputs","Processes", and then ignores the "Outputs" has been questioned by inerasably people.The test mainly discusses the quality evaluation mode of ideological and political courses (defied "Theory courses"). First or all, the test deludes many evolution ways, and the author thinks that deferent norms will produce deferent modes. But form three parts of theory courses, which is "Inputs","Processes" and "Outputs". There will be two special mode of theory course teaching quality evaluation can be divided into mainly on the" investment"," process " evaluation mode (just called "Teaching Evaluation by Teaching" mode) and focus on" result"(might say it as Teaching Evaluation by Learning mode), which are the most typical two models.Way of evaluation "Evaluation Teaching by teach" the emphasis on teaching resources, conditions, processes and norms, its standards are relatively objective, easy to quantify, good operation, but evaluated the school is easy to engage in hurry, mutual competition, formalism, even at the cost of fraud; over-reliance on a group of experts or students in lectures but also can not directly answer to the question how the quality of education and teaching."Teaching Evaluation by Learning" is characterized by:"students" to become the center of attention of this evaluation;"Evaluation of access to information" mainly rely on the relatively objective tests or measurements;" students received "is the main measure theory course teaching quality basis. This mode conform " teaching-oriented" to "learning-oriented"; reflects the "single assessment" to "multiple assessment" of the paradigm shift; achieves "learn assessment education "and a screening-based" to "development" of the function of conversion. It is the new trend of development of theory course teaching evaluation.Based on the practical experience of the past, various types of evaluation, drawing on fresh experience and the absorption of international higher education assessment, the use of evaluation, measurement theory and methods of science and other related disciplines, the article constructs a theory course teaching quality "Teaching Evaluation by Learning "——evaluation four modular architecture:the measurement modules based on the principle of "surveying" the preparation of college students the basic state; based on the principle of "test" to make Students’ knowledge and ability test module; based on the principle of "surveying" to test the preparation of related emotions, attitudes, the way of values; based on" surveys and statistics "principle of the reasons of quality. Pointed out that not only the knowledge of test scores to determine the learning progress and the effect of educating people, but for both the knowledge and master, but also to see the basis of analysis of the problem-solving capabilities of the problem, and then depends on the progress of the change of emotional attitude and values, at the same time impacts factors by measuring the education and teaching mastery of students’ knowledge, the ability to enhance and progress of the emotional attitude and values changes the attribution analysis, and finally make a scientific evaluation of the quality of teaching of theory courses.
