With the development of the introduction of high-level talents, governments at all levels continuously modify their talent introduction policy to fit their industrial structure adjustment, the competition of the introduction of high-level talents become more and more intense. Dalian has made their high-level talents introduction policy in early years, but even Dalian has continuously adjusted it’s talent introduction policy according to the development of economic, Dalian has exposed it’s problems and shortcomings in this white-hot battle for talents. In this paper, using the public policy analysis and the comparative analysis method to research on the problems arisen from the the introduction of high-level talent by local government. Furthermore, in the current situation of city development and transformation, economic and social change, this paper explores the actual problems produced in the process of introducing high-level talent and the paper analyzes the causes of these problems. This paper proposes valuable countermeasures and suggestions to the introduction of high-level talents of Dalian.Through empirical analysis about the introduction of high-level talents of Dalian in recent years, this paper finds out the aspects needed to be improved. Such as:The talent structure is unreasonable because of excessively pursuit of quantity and neglect the quality which lead to the lacking of leading talents with the ability to lead the industry development; Because of the the shortage of the city construction, cannot attract enough talents; The lack of a systematic talent discovery and evaluation system frequently lead to unable to introduce the urgently needed talents or lead to the repeating introduction of similar talents; The lack of overseas talents initiative, channel is one fold. Lack of guidance on talent support, especially lack of support to the talent worked in the enterprise of science and technology, lead to the imbalance of talent distribution, and so on. Through studying the advanced overseas talent theory, drawing lessons from successful experience of the introduction of high-level talents at home and abroad, comparing with the shortage of Dalian high-level talents introduction policy, this paper try to find out the countermeasures and suggestions to solve the problems. The countermeasures includes:Build a database of high level talents, make a strategy plan of the introduction of talent for Dalian. Create the public service platform for high-level talents, establish incentive mechanism for the talents suit for different development period; Modify the evaluation mechanism for the introduction of high-level talents, not to stick to one pattern for the introduction of talents needed urgently; Work actively to introduce overseas high-level talents, create a flexible way of introduction; Put the innovative science and technology enterprises into the government supporting project, set a wide radioactive support policy.
