Since the new period,our government has always attached great importance to the issue of talents.Constantly strengthening the building of talents and deepening the reform of the system and mechanism for talent development are the practical requirements of China's talent development strategy.Therefore,various local governments in China have successively introduced talent development methods,especially to strengthen the work on the introduction and training of high-level talents to promote local economic development.Based on the theory of human resources management and motivation in the public sector,this article takes Rugao City,Jiangsu Province as an example.Firstly,it systematically sorts out the introduction of high-level talents in Rugao City,and analyzes the results obtained in combination with the actual situation.Secondly,conducted an in-depth investigation into the constraints of the introduction of high-level talents in Rugao,and analyzed the aspects of the introduction of high-level talents in Rugao.The introduction mechanism is not perfect,the carrier construction is not perfect,the marketization control function is insufficient,and the talent development environment needs to be improved.The problems are analyzed,and the objective reasons for these problems are the impact of the relatively lagging environment of socio-economic development in Rugao.The subjective reason is that the environment conducive to talents is not mature enough.Finally,in light of these problems,on the basis of fully drawing on the advanced experience of domestic high-level talents in introducing advanced cities such as Wuxi,Suzhou,Qingdao and other places,it proposes to build a sound talent introduction mechanism,comprehensively promote the construction and strengthening of high-level talent carriers.Suggestions on countermeasures such as the market-oriented function of intermediary agencies,so as to increase the attractiveness of local government talents and better promote local economic and social development.The corresponding countermeasures proposed in this article have certain practical significance for the local government to formulate talent policies,and also have certain theoretical significance.
