In the era of knowledge economy, people have recognized that science and education is playing a more leading role in promoting the enterprise productivity, the social development and the national strength. Higher education, listed on the top of national education system, has occupied the high-level educational industry. As a major platform of higher education, a university and its quality presents and dominates education’s quality and development. It is clear that an excellent talent resources is the most important strategy resource and a guarantee for a university’s survival and development. This is why all the higher education institutions strengthen the talent introduction and make a series of preferential policies to attract more high-level talents to campus.As a newly upgraded four-year undergraduate college, the school faces a series of challenges including a big adjustment on its development strategy, the discipline construction, and the institutional reform etc.. Its old system and operating mechanism have no more met the new demand. Situation presses, and College A decides to make talent introduction as its one of the three strategies for raising its academic power. In order to speed up the teaching faculty cultivation, the problems in the talent introduction must be resolved. This paper takes College A‘s talent introduction practice as its research object. Based on a detail investigation and analysis on the problems existed, the paper, supported with HRM theory, and motivation theory, provides a series of purpose-oriented policy and measures so as to improve the efficiency of talent attraction and realize the college strategic goal.In addition, based on the collection and conclusion of a great amount of data, information and document, this paper applies comparative method, data analysis method, SWOT methodology, and interviewing method, to offer a series of practical suggestion such as strengthening the talent introduction, making a mid-long term plan, on human resource development, improving talent introduction, talent evaluation system, regulating the introduction process, widening talent introduction channel, strengthening the safeguard of talent and building a pleasant research atmosphere on campus.
