New education policies for tuition-free normal college students have been implemented, by Ministry of Education, to promote the basic education in mid-west areas and other poverty-stricken areas in China. With normal universities directly under the Ministry of Education being the pilot colleges, other colleges throughout China have also offered opportunities for tuition-free normal college students. Since the implementation of these new policies, tuition-free normal college students, a special group, have attracted public concerns, as well as their professional identity.Most existing researches for tuition-free normal college students focus on those in normal universities directly under the Ministry of Education, while limited researches concentrate on the professional identity of those in local normal colleges. Since local normal colleges produce most tuition-free normal college students, these students’ professional identity not only decides whether they like to do education but also involves their wills to make their efforts to promote the basic education in poverty-stricken areas in China. Therefore, it is of significant importance to do researches on the professional identity of tuition-free normal college students in local normal colleges.With the reference of a large number of literatures and other relevant rese archers,the professional identity can be described from six dimensions:profession al cognition,professional will,professional expectancy, professional value and pro fessional behavior intention. A questionnaire, created according to mentioned di mensions, involves 589 tuition-free normal college students in local normal coll eges. The result indicates that(i) low professional identity among tuition-free n ormal college students in local normal colleges and clear difference exists betw een different grades and family economics, not between different sexes, nationa lities, majors, and sources of students;(ii) male students have relatively low pr ofessional expectancy and values;(iii) those in senior grades have low professi onal identity;(iv) art and sport specialty students have low professional expect ancy;(v) the professional identity of students with general family economics have low professional identity.Five strategies are provided according to the genetic analysis of mentioned problems. First, the general professional identity should be improved in light of society, normal colleges and tuition-free normal college students. Second, the male tuition-free normal college students should be leaded to foster reasonable professional expectancy and professional value.Third, the professional identity should be promoted among different grades respectively. Four, art and sport specialty students should be leaded to foster reasonable professional expectancy. Five, the professional identity of students with general family economics should be promoted.
