| Preschool teachers’ employment system as checkpoint controls teachers’"come in " and "go out". It plays an irreplaceable decisive role in the construction of the whole preschool teachers, and has irreplaceable responsibility for the guarantee and promotion of preschool teachers’overall quality. But today, we have a series of prominent issues, such as big gaps in education degreeã€identity and social status, low quality, low professional ability and unbalanced allocation of teacher resources, in our preschool teachers, thus greatly influenced the steady and healthy development of preschool education in China. The source of the problem is the dual-track employment system (that is, institution establishment and contract-system) of preschool teaches. On the one hand, it makes big differences in employment standardsã€employment procedureã€employment periodã€employment management〠employment treatment between public kindergarten and private kindergarten, thus produced many serious gaps. On the other hand, as one of the employment standards, the preschool teacher qualification system has a short history and still in its exploration. Therefore, there are many imperfections like low standardã€simple examinationã€single type of certificationã€long period of validity, so it played no role in the improvement of teachers’professional ability and the prevention of unqualified members. Therefore, the two defective systems and the easy policy blocked the development of our construction of preschool teachers. So in order to improve our construction of preschool teachers and solve these problems, this study focused on the the dual-track employment system and compared it with some foreign countries, through deep analysis and thinking, so as to put forward the idea of integrated employment system to make up for the dual-track employment system and remove barriers on the way of construction.In conclusion, this study can not only through learning foreign experience to propose suggestions to the reconstruction and improvement of our preschool teachers’ employment system, thus promote the construction of preschool teachers, but also can enrich related theory of preschool teachers’ employment system and provide policy advice and direction for its future reform.This paper includes five parts. The first part is introduction. It mainly elaborates the study originã€meaningã€methods and the current study about preschool teachers’ qualification system,preschool teachers’ construction and preschool teachers’ employment system. In the second part, it summarizes the current implementation situation and its influences to preschool teachers of the dual-track employment system, thus analyzes the reasons and holes. The third part puts forward the solution that is the integrated employment system. It mainly introduces the connotationã€foundation and concrete suggestions based on foreign related policies and Chinese national condition. The fourth part discusses the future of the construct of the integrated employment system. The last part summaries the whole paper and points out its shortcomings, finally puts forward the related issues of further research value. |
