The Occupational Qualification System In Suzhou: Present Situation, Problem Analysis And System Construction

The occupational qualification system of our country was founded in 1994,and has been carried out in Suzhou for over 20 years.With the development of the market economy and social civilization,Suzhou's occupational qualification system is full of constant innovation and improvement.However,it has also exposed a host of problems,which have seriously affected the authority and gold content of occupational qualification certificate in Suzhou.According to introduce the present situation of Suzhou's occupational qualification management,the thesis exposes five problems as follows: the same certificates from different departments and overlapping kinds of certificates,occupational standards falling backward,inactive market involvement and the limited ways of occupational qualification authentication.The reasons which cause the situation are imperfect occupational qualification's operation mechanism,unsound supporting system of occupational qualification's quality,and deficient laws and regulations system of occupational qualification.By studying the development of advanced countries' occupational qualification,this thesis summarizes and learns from successful experience,and at last considers that Suzhou has to construct the system of occupational qualification system by establishing a sound legal and regulatory system,scientific and unified management agencies system,strict quality assurance system,perfect occupational qualification authentication and evaluation system,and diversified technical resources system of occupational qualification.On this account,we can improve the skill level and moral standard of technical talents,and promote the orderly development of the labor market in Suzhou.
